If you are getting this issue, please check the following reasons:

Listing is not claimed

As the default, Phone and Email won’t show up if the listing is an Unclaim listing. You can check Claim Status under Listings -> Your Listing -> Listing Claim

If you want to show up Phone and Email even this listing is not claimed:

Appearance -> Theme Options -> Directory Type -> Hiding Contact Info on Un-Claim Listing: Disable

Listing belongs to a Plan and that plan is disabled this feature

The listing may belongs to a plan and this plan won’t enable this feature.

EG: Listing A belongs to Free Plan

Free Plan is disabling Email and Phone: Listing Plans -> Free
